Derrick Baker, 23, donned a blonde wig, black dress and lavish jewellery before going home with a man, who thought he was a woman.

He thereafter drugged and molested the victim, Metro UK revealed. Baker, who was charged with multiple counts of burglary and sexual battery, allegedly sneaked into other victims’ homes as his female alter ego. If spotted by his victims, he could pretend to be looking for a friend called ‘Chris’, before claiming that he was ‘lost and drunk’ when told no-one of that name lived there.

According to WTXL, Baker, on one occasion, had tried to grab a resident’s genitals while in another he sat on the end of the man’s bed talking to him.

After his initial arrest last month, cops executed a search warrant at his home and found a blonde wig his alleged victims claim he wore after breaking into their homes. They also found a stolen shotgun and Xbox One, with victims claiming he had further stolen cash, credit cards and knives.

The man is now facing 16 charges, including burglary with assault, armed burglary and grand theft. He remains in jail on a $377,750 bond.

Dele Alli will put his hand up for a penalty if England are taken to a shootout by Colombia in their World Cup last-16 match on Tuesday.

England have lost six times out of seven on spot-kicks at major tournaments, with their coach Gareth Southgate guilty of missing against Germany at Euro 96.

Southgate has had his players practising penalties since March, while also deploying video analysts and psychometric tests in an attempt to buck the trend.

Alli says he wants to step up.

“We’re confident and looking to change things,” he said at England’s training base in Repino on Saturday.

“Everyone wants to step up and help the team if we can. If I’m on the pitch, I want to take one. I’ll ask to try and take one.”

Alli is expected to return to the starting line-up against Colombia, having sustained a thigh strain in the opening game against Tunisia and sat out against both Panama and Belgium.

He will be up against a familiar foe in Moscow, given his Tottenham teammate Davinson Sanchez plays for Colombia in central defence. Sanchez’s primary focus will be stopping Harry Kane.

“Obviously I hope Harry comes out on top,” Alli said. “Davinson’s a great player, a great guy as well. It’s hard not to support him but, as players, there are no friendships on the pitch.

“He’s a great player, but no player is perfect. We know how he plays, we know his strengths, and we’ll look to try and exploit his very few weaknesses.”

England have been pitched against Colombia after a much-changed team lost to Belgium on Friday, meaning they surrendered top spot in Group G.

Southgate has been criticised for conceding momentum ahead of the knockout stages, but Alli disagrees.

“Firstly we have to make it clear the whole squad is the ‘A team’. We’re in this together,” Alli said.

“The boys played well. The manager made a decision and we all back him. We didn’t lose any momentum. We’re all fighting and raring to go, and can’t wait for the next game.”

If England overcome Colombia, they could benefit from a kinder draw in the quarter-finals, where Switzerland or Sweden would lie in wait.

In the top half, they would have met Japan and, if victorious, Brazil or Mexico in the last eight.

“That’s very dangerous (to think like that),” Alli said. “We have to approach every game as if we’re playing the best side in the world.

“Colombia have great talent and are a dangerous side and we have to be switched on to them, nothing more.”

John Stones trained on Saturday morning, easing fears the defender injured his calf against Belgium.

The only absentees were Ruben Loftus-Cheek, who completed his own personal conditioning session, and Fabian Delph, who has flown home for the birth of his third child.

Demonstrations were expected across the United States on Saturday against President Donald Trump’s hardline immigration policy, as calls grow by activists for abolition of the country’s frontline immigration enforcement agency.

“We’re rallying in Washington DC, and around the country,” organizers of the “Families Belong Together” protest said on their website.

The Washington protest was to begin in Lafayette Square — directly across from the White House — before a march toward the Capitol.

Starting in early May, in an attempt to staunch the flow of tens of thousands of migrants to the southern US border every month, Trump ordered the arrest of adults crossing the boundary illegally, including those seeking asylum.

Many trying to cross the US-Mexico border are destitute people fleeing gang violence and other turmoil in Central America.

As a result of Trump’s crackdown, distraught children were separated from their families and, according to widely broadcast pictures, held in chain-link enclosures, a practice that sparked domestic and global outrage.

Last week, Trump signed an order ending the separation of families but immigration lawyers say the process of doing so will be long and chaotic.

About 2,000 children remained split from their parents, according to official figures released last weekend.

More than 500 women, including a member of Congress, were arrested Thursday in the US Capitol complex protesting Trump’s immigration policy.

There have been protests elsewhere in the country but Saturday’s demonstrations are expected to be far larger, with 50,000 or more expected in Washington.

Trump has made fighting immigration — both illegal and legal — a major plank of his “America First” policy agenda.

The Immigration and Customs Enforcement Agency (ICE) makes arrests and otherwise enforces the administration’s immigration crackdown, but an emerging coalition of politicians, activists and pro-immigrant protesters has begun calling for the dismantling of ICE.

Critics say the agency has treated some would-be immigrants cruelly and unfairly.

“Occupy ICE” camps have been set up in several US states.

One of the first voices to call for the abolition of ICE was New York Democratic gubernatorial candidate Cynthia Nixon.

She has since been joined by New York Mayor Bill de Blasio, who told radio station WYNC, “You need some kind of agency to deal with immigration, but ICE is not that”; and by Senator Kirsten Gillibrand, also of New York, who in a tweet called ICE “a cruel deportation force.”

On Saturday, Trump tweeted support for ICE, saying “radical left Dems want you out. Next it will be all police. Zero chance, it will never happen!”

The political backlash against ICE is so intense that members of the agency’s criminal investigative division have asked Homeland Security Secretary Kirstjen Nielsen to split them off as a separate agency, The Washington Post reported on Thursday.

The Post said the request came from the majority of special agents in charge of the Homeland Security Investigative Division, which handles transnational investigations related to counterterrorism, narcotics and human trafficking.

The Minister of Education, Malam Adamu Adamu, has expressed the Federal Government commitment to strengthening the capacity of Polytechnics to train competent graduates in Human Resource Management.

This is to enable such graduates to contribute to the industrial and technological development of the country.

Adamu gave the assurance at the Combined 9th Convocation Ceremony of the Federal Polytechnic, Nasarawa, Nasarawa State at Ta’al Sport Complex on Saturday.

The minister was represented by the Director of ICT, Federal Ministry of Education, Mr Ifegwu Orji

The minister, who said that Polytechnics had a pivotal role to play in the area of technical and vocational training, urged institutions of higher learning to develop and inculcate in youths, appropriate attitudes and career guidance to enable them engage in lifelong learning and development.

According to him, the government believes that solving unemployment in the country will ultimately be through technical and vocational education and training.

Adamu said that the government decision to diversify the economy was based on the consideration that, there were several opportunities for self-employment, especially in the agriculture value chain.

He said that government was making all necessary investments, in both human and material terms, to ensure that Nigerian tertiary institutions ranked among the league of global institutions.

“In this regard, efforts are being made through the Tertiary Education Trust Fund (TETFUND) and other funding sources to upgrade our institutions in the areas of academic and infrastructure development,” Adamu said.

Earlier in his speech, the Acting Rector of the Federal Polytechnic, Malam Abdullahi Alhassan, said the institution had recorded substantial development since its last convocation, cutting across infrastructure, academic, staff development and students enrollment.

Alhassan, however, decried inadequate funding which he said had slowed down activities of the institution in certain key areas of operations.

Prof. Kingsley Moghalu is an economist and former deputy governor of the Central Bank of Nigeria. Contesting the 2019 presidential election on the platform of the Young Progressives Party, he told Eric Dumo his plans for the country if voted into office

Without proper political experience, how do you hope to run a complex society like Nigeria if eventually elected into power?

I believe I have more than enough experience to run Nigeria successfully. A lot of people have been running Nigeria with very little success because they confuse politics with leadership. So, they are very good at playing the politics to get into leadership; but they don’t have the leadership ability to govern Nigeria well.

I have been prepared in a different way, in a way that answers to the problems of Nigeria. Nigeria has very serious problems; I have garnered a lot of experience in nation building in the United Nations where I served for 17 years – from the entry level to the highest career rank in the organisation. So, when you talk about political experience, I have global political experience including with developing nations such as Nigeria, and if I have helped fix those kinds of countries, there is no reason why I can’t make a contribution to fixing my own country. I am in fact a nation builder.

In terms of economic management, which is Nigeria’s second greatest problem, my experience in the leadership roles I have handled speaks to that challenge. I have been a deputy governor of the Central Bank of Nigeria; I have been a professor of International Business and Economic Policy, a policy maker in the economy, an economic thinker. We don’t have economic thinkers in this country and that is one of the reasons why our economy is not well managed. If you read my book: Emerging Africa, you will see an A-Z roadmap to economic transformation in African countries including Nigeria.

Thirdly, I have a lot of diplomatic experience because that’s one of the challenges of Nigeria. I have very vast global networks and connections that can only be to the benefit of our country if I become president. I am the most prepared presidential candidate in this 2019 race. A lot of people confuse themselves thinking that if you have not been involved in the corruption that passes for politics in Nigeria, you are not “experienced”.  That is not the kind of experience Nigeria needs now; because all the people that have that “experience” and have been ruling our country, what has been the result?

Unemployment and poverty rates have increased, the country is insecure and destabilised. We should change the narrative. I want my country men and women to understand that the era of recycled politicians needs to come to an end if the country must move forward. This country must be led by technocrats who know how to solve practical problems for it to witness growth. This is where I come and that is why I said I’m the most prepared.

You recently declared your intention to run for the presidency on the platform of the Young Progressive Party, how do you hope to achieve this target with a party that has no structure at the grassroots like the Peoples Democratic Party and All Progressives Congress?

I made a decision when I decided to contest for the office of the president; I decided that I will not do so on the platform of tired old systems of tired corrupt politicians. That is what the platform of the APC and PDP represents. Just look at the ward congresses the APC held across the country; look at the massive failure they turned out to be. Are we so attached to failure that we have to criticise someone for refusing to be part of a system that is a failure? Why would someone look at my choice and say that because I’m not APC or PDP, that I can’t go far? What has the APC or PDP delivered to Nigerians? Why don’t we critically ask ourselves questions? We just take what the politicians want us to believe because it serves their own purpose. The politicians want us to believe that we have no other alternative but them. People like us who are courageous enough and have enough insights know that it is not so.

Now in terms of the YPP, it is present in all the 36 states of the federation. The structures of the APC and PDP were built by human beings, so the YPP is being built by human beings. Those structures will match the APC polling unit for polling unit, ward for ward, local government for local government, state for state.

Considering the time left before the 2019 general elections, do you think your party can mobilise enough supporters to swing votes in your favour?

Yes, the time left is enough to do that. Today’s world is not yesterday’s world. We live in a world of technology. A lot of things are easier to do now and in new ways than was the case. This is a new era and that is what our old politicians don’t understand. They keep thinking that the old paradigm is permanent and forever. It isn’t. This is precisely the reason why a sitting president was defeated in Nigeria; and also why the government that took over in 2015 will fail in 2019 because they have failed in fulfilling their promises.

Though they may look like Goliaths for now to those who will feel intimidated by them, I will be the David that will bring them down.  The political establishment, the recycled political class, is the enemy of the Nigerian people. We must achieve this common understanding and stop allowing ourselves to be intimidated into thinking that it cannot be done. We can do it. It is possible. As I go round the country talking to people in the grassroots, they are gradually believing that it is possible.

If the recycled politicians have been deceiving Nigerians with various promises, what plans do you then have for Nigeria if elected into office?

It is a different paradigm, a paradigm that will take care of the fundamentals first, educational systems, investment in human capital and skills that will prepare them to create jobs for themselves. Establishing a national world view for Nigerians that we can focus around rather than focusing on ethnic differences and cultural differences. That is the type of leadership Nigeria needs. It is different from the pedestal promises like I will build you roads, pay salaries – that is a deceit that the political class has used to keep the masses hostage. We want to change this paradigm.

We need to educate our people politically on what democracy means and what the dividends of democracy are and what their expectations should be of their leadership and their leaders. We have a lot of politicians but no leaders. That is the problem. So, I am bringing leadership not just politics, to the table.

Nigeria is yet to recover from a brutal economic recession, going by your experience in this area, what specific measures would you be taking to revitalise our economy?

I am going to reposition the Nigerian economy fundamentally because I understand the philosophy of economic capitalism. Our present rulers don’t understand that for you to run a capitalist economy, you need to know the secret of what makes a capitalist economy successful. Our political leaders in Nigeria don’t have that level of intellect and they are not interested in being educated in it. You need property rights, you need innovation and capital.

I will reposition the economy to become an innovation-driven economy and I will inject real capital into it through the creation of the venture capital funding that will begin to fund small businesses. So, you will co-own the business with the funding. If you do very well in your business, you can buy out the funds investment with the venture. These are the kinds of ideas that I am going to bring to the economy. We are going to make the economy creative and remove dependence on oil.

Insecurity is at alarming levels at the moment, what measures will you adopt to tackle this problem if given the people’s mandate in 2019?

I will make sure that the security agencies collaborate with themselves. Right now, they are at war with each other. I am going to reform the Police by recruiting around two million policemen and women that will be equipped and well trained to do modern policing that will secure our communities. I am going to reform the security of our borders more effectively; borders with Benin Republic, Chad and Cameroon. That is going to be a very important component of our security reform.

We currently run a system where more than half of the annual budget goes into recurrent expenditure, if elected into office, how do you hope to redress this?

Within two years of being elected into office, I am going to reposition Nigeria’s budget with a balance of 50-50 between capital expenditure and recurrent expenditure. We are going to reposition the federal civil service in a manner that it consumes less resources. We have the blueprint already, just waiting for the time to implement this.

It is common for Nigerian politicians to over-promise before elections and then under-deliver after then, how are we sure you won’t be one of such?

These things happen because the politicians have no vision. I have a vision for Nigeria, what I am giving you is not a promise, I am giving you a plan to execute the vision, that is different from a politician standing on a podium to tell you that he will give you all the roads and electricity which they can never deliver. My vision will address fundamental issues first, so that whatever development we bring will be sustainable.

Building all the roads in Nigeria with all the level of corruption in the country and millions of youths unemployed; what good does that do? It is when you train the youths and allow them to create their own wealth that you are creating a sustainable society.

Over the years, successive administrations have talked about fighting corruption without much success; do you have a special strategy to tackle this if elected into office?

My government will fight corruption in the real sense by providing good governance. Making a song and dance when you are just prosecuting political enemies is not fighting corruption. The fight against corruption will begin in my own government. The fundamentals, the value system of the society must be repositioned for you to fight corruption successfully. The teaching of ethics from the primary level to the secondary school level and tertiary must be done so that there will be a new generation of Nigerians not as corrupt as the old generation.

We will also ensure accountability in acts of corruption in an impartial manner. Anybody that is found in acts of corruption will be punished. The fight against corruption is failing under this administration because they are not really serious about it. They are more interested in using the fight against corruption to demonise and delegitimise political opponents and that is why they are not getting anywhere. Already, everybody can see that there is a lot of corruption in this government as well.

You are one of those who talk a lot about restructuring; do you think this will bring a lasting solution to our problems as a society?

Constitutional restructuring will help Nigeria to fulfill its potential. The current structure is not working because the political leaders in Nigeria are lazy. When you restructure Nigeria and place responsibilities on those leaders at the more subnational levels to generate their own revenues, they will sit up when they know they will pay a tax from those revenues to the Federal Government. That is the way it should be.

So, restructuring will be very good for Nigeria’s economy and it should be done on the basis of the six geo-political zones. These six geo political zones become economic zones as well and those zones have nothing less than five or six or seven states. This then gives them economies of scale to produce and industrialise. When this is done, there is enough market to create efficiencies and profit.

Therefore, restructuring is an inevitability. As president of Nigeria, immediately I come into office, we will begin a process that over two years of consultations with the National Assembly, state assemblies and with the people directly involved; we will show Nigerians why the future is much better with a constitutional configuration.

Some observers believe that the biggest threat to Nigeria’s democracy and in fact development is the National Assembly. If you come into office, how will you be relating with them?

Through dialogue, engagement and enlightened self-interest. At the end of the day, people will be surprised to see that our National Assembly will go along with a lot of good governance ideas that I will be bringing to the table.

We will also talk to the people of Nigeria directly, such that the National Assembly will feel pressured from their constituencies who would have keyed into the vision that I have for Nigeria as president.

If you are finally handed the ticket of your party, are you open to a debate?

Of course, I am ready to have a presidential debate with anyone, anytime anywhere.

What if former President, Olusegun Obasanjo’s coalition signifies interest in working with you, would you embrace the idea?

It is a democracy, people are free to form whatever coalitions they want. I am interested in presenting a vision to the people of Nigeria as a presidential candidate. If people want to approach me to work with me, we can have discussions and see what the value is in that type of alliance.

I am in politics for transformation; I am not interested in coalitions of old wine in new bottle. I am interested in a coalition of like minds.

I don’t want to be part of the mistake of 2015 where people ganged up just to remove the president and after that, they found out that they had not much in common. This is part of what we are suffering today. I will be very careful about those types of associations even though I recognise people’s right to form alliances or associations. I think it is better to go directly to the people and give them your vision and if you have people who share that vision, then that’s fine. I don’t want to be part of alliances of aggrieved people. I don’t believe in those types of coalitions. That is why you will not see me running after political godfathers because we really want something different.

President Muhammadu Buhari recently signed the Not too young to run bill into law, do you think he is beginning to listen to the clamours of the people?

The initiative did not come from the president. He had no choice but to sign the bill otherwise he would have painted himself as an enemy of progress.

The truth is that the legislation is not an executive bill, so he cannot take credit for the Not too young to run bill. The people who will take credit for it are the young men and women who championed it.

Most political parties are zoning their presidential tickets to the North; don’t you think this can affect your chances of becoming victorious during next year’s election?

This development will actually help my chances. They can go ahead and zone themselves into more poverty, unemployment, insecurity in this country. I don’t believe in zoning, it is a retrogressive idea. Our time to move has come; we should focus more on competence in selecting our political leaders. Anybody can zone, but my party is not zoning. That is all that matters.

As an economist, in what ways will you diversify the economy?

I will diversify the economy by focusing on innovation; the products of scientific inventions will be mass produced in this country. So, that we will have an economy that is productive and home grown.

You can import but you will have to pay tariffs. I believe that the economic policies that we will set up, will generate and trigger massive industrialisation in this country. We will move electricity generation towards industrial zones, to bring the prices of products manufactured in Nigeria crashing down.

The economy will be based on innovation and less on oil rents. We will diversify by making sure we manufacture economic complex products and export them because that is how real economies function. Those are the things that will make our economy better.

In an era where people are used to their palms being rubbed before supporting a candidate in an election, do you think you have the resources to deal with this situation?

When you educate people on why it is not in their interest to sell their votes, they begin to get the message. We are not going to be giving anybody money to support us, we are already educating them on why they must not sell their votes for any amount. So, there is no problem in this regard.

Hundreds of protesters marched through the streets of Uganda’s capital on Saturday demanding police action to stop a spate of kidnappings and murders of women that have gripped the country.

“We demand action and accountability for the rampant kidnapping, brutalising and murder of women in this country,” said Lydia Namubiru of the Women Protest Working Group, which organised the demonstration.

At least 43 women have been murdered and others kidnapped for ransom in the East African nation since May 2017, according to police.

Rights activists have criticised what they say has been an inadequate police response focused on blaming the victims rather than solving the crimes.

Marchers wore T-shirts declaring “Women’s Lives Matter” and held posters listing the names of murdered women.

US ambassador Deborah Malac and French envoy Stephanie Rivoal were among the marchers.

“My staff members are scared. They’re afraid to be out… because they don’t know if they’re going to be kidnapped or a victim of violence,” Malac told AFP.

Agatha Neema said she came to the protest “because I am a woman”.

“We live in fear yet our country is supposed to protect us. We demand security from the government,” said the 32-year-old information scientist.

The Federal Road Safety Corps has charged the National Union of Petroleum and Natural Gas, Petroleum Tanker Driver section to engage its members in rigorous traffic training to avoid frequent accidents.

Mr Bisi Kazeem, Head of Public Education, FRSC, on Saturday said that such training would minimise accidents involving tankers on the roads.

“We are charging them to start engaging their members in rigorous traffic trainings so as to meet minimum safety standards concerning their vehicles.

“It is very important to train and retrain them, to enable them follow the rules and regulations and to meet the road standard concerning their vehicles,” he said.

The FRSC boss said there was an urgent need for government and stakeholders’ consultation, and that government needed to initiate policy or legislation to curb their excesses on the road.

According to him, the new policy would regulate their operations and channel their movement to the rail network.

Kazeem said the ongoing rail projects across the country would put an end to the menace of tanker accidents when completed.

NAN reports that NUPENG/PTD National Chairman, Mr Salmon Oladiti, and the entire members of the union have commiserated with the families of the victims of the Otedola Bridge Lagos-Ibadan expressway fire incident in Lagos on Thursday.

The chairman of the University of Lagos chapter of the union, Dr Dele Ashiru, made the assertion in an interview with the News Agency of Nigeria on Saturday in Lagos.

According to him, the craze for higher degrees such as Doctor of Philosophy (PhD) and others has not had any significant impact on the needs of the society.

He said rather than go after higher degrees; Nigerians should venture into technical and vocational studies for skills acquisition that would directly impact lives.

“Yes, it is desirable for the system to produce holders of higher degrees, especially PhDs, but PhDs for what?

“I think we should refocus and restructure our education system so that it will be more relevant to our society rather than award higher degrees.

“Come to think of it, all the people that have acquired PhDs in Nigeria, let us carry out a forensic audit of what they are giving back to the society.

“Most people are running after the acquisition of these degrees for selfish motives. They feel for instance, that it is a requisite for their progression in life or a ticket for fulfilled life,” he said.

He added that, regrettably, such development was only peculiar to a country like Nigeria.

Ashiru noted that the way out was to pump enough funds into the vocational and technical education as well as meaningful research for socio-economic and political development.

He said successful Nigerians who had acquired wealth legitimately or otherwise should pump part of such money into the education system.

The News agency of Nigeria reports that the accident occurred around Nuhu Bamalli Polytechnic, Zaria, at 5:30 am.

A statement issued by the Head of Public Enlightenment, Zaria Unit Command of the Federal Road Safety Commission, Mr Idris Yahaya, confirmed the occurrence.

Yahaya said in the statement that the Unit Commander, Zaria, Assistant Corps Commander, Muktar Zubairu, described the accident as “pathetic.

“The accident involved three vehicles, a luxury bus; marked GDD 361 YE, a car; marked SGR 57 XA and an articulated vehicle; marked LND 246 XE.

“There are 48 persons in the three vehicles; nine people got burnt to death, while one other woman died in the hospital, 31 persons were injured while seven persons survived the accident.

The driver of the luxury bus is receiving treatment at the Ahmadu Bello University Teaching Hospital, Shika, Zaria.’’

The unit commander said that the injured persons were also receiving treatment at the hospital, while the bodies of the dead had been deposited at the same hospital.

Zubairu called on drivers traveling long distances to exhibit the habit of stretching their legs by stopping and walking around for a while after four hours of journey.

“When a driver covers a distance of three to four hours, he should stop, relax and stretch his legs to clear the fatigue and carry on with the journey later.

“Drivers should also drive with care, especially in this rainy season; they should ensure that their tyres are good enough for a long journey; and driving with smooth and fairly-used tyres is very dangerous,’’ he advised the drivers.

The Kano State Government says it will demolish buildings that are erected on waterways across the metropolis to avoid flooding.

Dr Ali Makoda, the state Commissioner for Environment, stated this on Saturday after monitoring the monthly environmental sanitation in Kano.

Represented by the Permanent Secretary of the ministry, Alhaji Halilu Dantiye, Makoda expressed concern about the situation of some houses built on waterways, saying that it posed a lot of risks to lives and property.

“We can’t sit back and watch our environment get ruined by some people’s negligence and selfishness,’’ he said.

He explained that the state government would keep an eye on such structures and take the necessary measures.

He said that Kano had been suffering a lot from flood whenever it rained due to many reasons, including building on waterways, which needed to be addressed.

Thai rescue teams searching for 12 boys trapped in a waterlogged cave practised evacuation and medical procedures on Saturday, as the desperate search went into seventh day.

There has been no contact with the boys, aged 11 to 16, and their coach since they went into the cave last weekend and were hemmed in by heavy rains that blocked the entrance.

Those downpours have continued all week, hampering the enormous rescue efforts to find the youngsters and their 25-year-old coach.

Medical teams staged drills on Saturday to prepare for their possible rescue as worries loomed over how the boys might be pulled out of the Tham Luang cave if and when they are found.

Ambulances and helicopters were on standby for the drills Saturday morning at the bustling rescue site in northern Chiang Rai province.

“It’s to set up a system to practice what to do until we can get them to hospital,” Chiang Rai governor Narongsak Osottanakorn said late Friday.

As the search for the boys hit its seventh day, attentions turned to their chances of survival inside a cave with little or no food and light.

The boys likely have access to fresh water — either dripping in though rocks or rushing in through the entrance — but experts warned that runoff water from nearby farms could carry dangerous chemicals or bacteria.

“If they drink the water in the caves and it makes them sick it could hasten the problem that they’re in, but if they don’t drink it then they’re also in trouble,” Anmar Mirza, coordinator of the US National Cave Rescue Commission, told AFP.

But even without food he said young, athletic boys could “easily live for a month or a month and a half” but the main challenge now would be mental resolve.

“The biggest issue that they’re facing right now if they’re alive is psychological because they don’t know at what point they might get rescued,” Mirza said from Indiana.

– ‘Promising’ chimney –

Thai Navy SEAL divers explored the entrance of the cave where muddy, fast-flowing waters complicated the search and water pumps were working around the clock to try and keep water levels down.

But it was a losing battle as a second chamber remained submerged.

“Whenever the water recedes divers enter the cave immediately,” Thai Navy SEAL said on its Facebook page.

Several teams trekked into the thick jungle above the cave desperately looking for new openings that might lead to the trapped boys.

They found one “promising” entrance on Friday that led to a muddy chamber 40 meters (130 feet) down, Narongsak, the governor said.

But there was still no indication it linked to the main cave complex.

“We have been rotating our staff into the chimney since yesterday, they are inside are still searching and we are waiting for their findings,” Surachai Thathes, chief of the parks ministry rescue team for the north told AFP.

Teams of foreign experts, including more than 30 US military personnel, have descended on the remote mountainous site near the Laos and Myanmar border to join some 1,000 Thai rescuers.

Australians, Chinese and Japanese experts also joined efforts.

Stone-faced relatives kept vigil under a makeshift tent where monks are leading prayers.

Stretching 10 kilometres (six miles), Tham Luang with its complicated, snaking pathways, is one one of Thailand’s longest and toughest caves to navigate.

Officials said the boys know the site well and have visited many times before, buoying hopes that they might have trekked to a large airy chamber in the centre called Pattaya beach.

The Anambra State Government on Saturday said it had barred the army and police officers in the state from riding motorcycles in Awka and Onitsha.

It said the measure was to enable it to enforce the ban on motorcycle operators in these areas.

The state commissioner for transport, Mr Uchenna Okafor, disclosed this in a chat with our correspondent on Saturday.

He said,” The ban on motorcycle operators is total. There will be no exceptions. We’ve met with the police and army authorities, and made it clear that their personnel won’t be allowed to ride motorcycles in the areas affected by the ban.

“We are not exempting anybody. It’s total and comprehensive. By July 1, no Okada will be seen in any road in Awka and Onitsha areas. It’s total.

Okafor said by the ban on motorcycle operators in the state, over “1000 thieves” would lose their jobs.

He said, “It is not in doubt that some of these Okada operators are criminals. They are the people snatching bags from women and students. With this ban, over 1000 thieves will leave the state because they have lost their jobs.

He said the governor had ordered no fewer than 1000 shuttle buses from Japan to cushion the effect of the ban on ” genuine motorcycle operators” in Awka and Onitsha.

He said the buses were being expected in the state any time soon.

He said,”The buses were ordered from Japan and would soon arrive the state at the cost of about N700,000 each.

As President Muhammadu Buhari’s efforts at repatriating Nigeria’s looted funds from other countries gathers momentum, the Swiss Government has prided itself as the first to repatriate stolen funds from Nigeria.

Switzerland’s outgoing Ambassador to Nigeria, Amb. Eric Mayoraz, who made the revelation today in Lagos, said that his government started the repatriation in 2005.

Mayoraz, at a reception for him and a visiting Swiss Trade Delegation at the Consulate-General of Switzerland in Lagos, said that Nigeria and Switzerland had and would continue to enjoy good bilateral relations.

“I am very proud to say that Switzerland is the first country that helped in bringing back to Nigeria all looted funds.

“We were in 2005 the first to repatriate 722 million dollars to Nigeria.

“We were able to repatriate about 322 million US dollars of the looted assets of the former military ruler, Sani Abacha,” he said.

Mayoraz said that his government had during his three-year tenure supported Nigeria by providing humanitarian assistance to victims of Boko Haram in the North East.

The Ambassador also said that the government had been working with the Nigerian Government in the fight against terrorism, as well as integration and rehabilitation of Nigerian returnees.

Mayoraz, who identified some of Nigeria’s challenges during his tenure, however, said that both countries’ economic, business and trade relations witnessed a balance within the period.

The Envoy said that the Swiss government had re-established its Consulate-General in Lagos, as well established an operational Swiss-Nigeria Business Council for promoting trade and Investment between both countries.

The Consul-General of Switzerland in Lagos, Mr Nicolet Yves, commended the outgoing Ambassador for being a worthy representative of his country in Nigeria, Chad, Niger and ECOWAS.

Nicolet said that the visiting Swiss companies were in Nigeria to explore new business and Investment opportunities with their Nigerian counterparts.

President Muhammadu Buhari signed an agreement in the first quarter of 2018 with the Swiss Federal Council and International Development Association on the Return, Monitoring and Management of Illegally-Acquired Assets Confiscated by Switzerland, to be Restituted to the Federal Republic of Nigeria.

A statement by the Special Adviser to the President on Media and Publicity, Mr Femi Adesina, explained that the instrument would help in the anti-corruption war in the country.

Afghan security forces resumed offensive operations on Saturday after President Ashraf Ghani declared an end to the government’s unilateral ceasefire with the Taliban.

Ghani said the ceasefire, which lasted 18 days after it was extended once and overlapped with the Taliban’s unilateral three-day truce for Eid, had been “98 percent successful”.

“The ceasefire is over. The Afghan security and defence forces are allowed to restart their military operations,” Ghani told reporters.

The three days of no fighting were unprecedented in the nearly 17-year conflict and triggered jubilant scenes across the war-weary country.

Taliban fighters and security forces spontaneously celebrated the holiday that caps the holy month of Ramadan, hugging each other and taking selfies.

The militants were also mobbed by relieved civilians, who have borne the brunt of the war, raising hopes of a renewed push for peace talks.

Ghani said the ceasefire had shown that the majority of the insurgents wanted peace and it was the “Taliban’s turn to give a positive response”.

“I am ready to extend the ceasefire anytime when the Taliban are ready,” he said at a press conference.

But the sight of its fighters openly mingling with security forces and civilians over Eid appeared to alarm the Taliban’s leaders, who on Sunday ordered their men back to their posts.

The Taliban vowed Tuesday to continue their bloody fight against the government and their foreign backers, brushing aside rising civilian casualties.

The insurgents returned to the battlefield last week after refusing a government request to extend their ceasefire, launching attacks across the country that have seen scores killed or injured.

The renewed violence has poured cold water on hopes the truce would provide a clear path to peace talks, with the Taliban refusing to bow to pressure to lay down their arms until foreign forces withdraw from Afghanistan.

The truces did not extend to the Islamic State group, which has a relatively small but potent presence in Afghanistan, and launched two deadly attacks on ceasefire revellers during Eid.

The Head of Press and Public Relations of NAPTIP, Mrs Stella Nezan, quoted Okah-Donli’s reacting in a statement in Abuja.

The statement noted that Iyamu was convicted by the Birmingham Crown Court for human trafficking.

She quoted the NAPTIP boss saying that conviction is the beginning of the renewed determination by the agency to bring all foreign-based human traffickers to justice irrespective of their location around the world.

According to her, Okah–Donli in collaboration with other foreign partners and law enforcement agencies will continue to smoke out suspected human traffickers and make them to face justice just like their counterparts in Nigeria.

The News Agency of Nigeria recalls that operatives of NAPTIP and National Crimes Agency (NCA) had during a joint operation tagged “Operation REDROOT”, arrested Iyamu under the joint counter-trafficking project called Joint Border Task Force (JBTF).

It said with the latest development, Iyamu had become the first person to be convicted under new modern slavery laws, after being found guilty of trafficking five Nigerian women to Germany to work as prostitutes.

She said that Iyamu was prosecuted under the Modern Slavery Act involving victims who had no connection to the UK but had been victimised by a British national.

“Jurors were told the 51-year-old Liberia-born British citizen forced the women to swear oaths to hand over money to her during `juju’ ceremonies.

“These included forcing women to eat chicken hearts, drink blood containing worms, and have powder rubbed into cuts.

“Iyamu, formerly of Bermondsey in London, then arranged for the women to be trafficked across the Mediterranean, with one being told to pay a bill of 37,000 Euro (about 32,700 dollars),” the statement read in part.

Most tankers plying Nigerian roads have no insurance cover to provide compensation for victims when they cause fatal accidents, investigation has revealed.

Some insurance operators, who spoke with our correspondent, worried that when accidents of huge magnitude are caused by such big vehicles, which claim lives and property; these cases are not usually reported to the underwriting firms.

While many incidents of tanker explosion among others have continued unabated in the country, the recent fatal one, which occurred at Otedola bridge in Lagos on Thursday, claimed nine lives, left scores injured and destroyed 54 cars.

Presently, underwriters in the industry are yet to ascertain the owner of the tanker, to know if it has a genuine insurance policy or not.

While still awaiting reports on the tanker, they have said that the victims of the fatal accident will be compensated if they had genuine insurance covers before the accident happened.

The Director-General, Chartered Insurance Institute of Nigeria, Mr. Richard Borokini, said that a lot of people usually obtain fake insurance certificates from motor licensing offices and other illegal places out of ignorance.

He said, “The issue is that most of those tankers are not insured because they are carrying fake insurance certificates. They may not have insurance with registered insurance companies in Nigeria and this has to do with the problem of fake insurance which is very common in our society. Most of these trucks and vehicles are not insured with any registered insurance company in Nigeria.”

While speaking on the recent accident on Otedola bridge, he explained that if those whose cars were destroyed had genuine comprehensive insurance, they should substantiate their proof as victims with police reports and will be compensated.

“If the victims survived the accident, they should be able to report their losses and be compensated; but if they died, their relatives should be able to report for them,” he said.

The Director-General, Nigerian Insurers Association, Mrs. Yetunde Ilori, who also worried that most tankers move on Nigerian roads without genuine insurance, said that it is a criminal offence for anyone to put his vehicle or tanker on the road without an insurance cover.

She said, “People sometimes don’t pursue their right to a logical conclusion. Before they put their vehicles on the road, they are supposed to have insured them. Even if it is just third party that a tanker has, the people whose vehicles have been damaged and those who suffered injuries are entitled to insurance compensation.

“That means what the insurance company will not cover is the tanker itself and its loss. However, its responsibility to third party is covered. That is why government must enforce it and work with our association and confirm that the cover that people are carrying is genuine.”

According to her, a motorist can now use the USSD code which is *565*11# to confirm that an insurance certificate he is carrying is genuine and know when it is going to expire.

Ilori also said that motorists with comprehensive insurance should go to their insurance companies for compensation, but those with third party will have to be compensated by the insurance company of the tanker that exploded and caused them damages.

She said, “Comprehensive insurance will cover for the individual cars of those who were there, however if their own insurers settle, their insurers now need to exercise their subrogation right against the company that owns the tanker, because it is the tanker’s liability insurance that should pay for the damages. But for vehicles that are comprehensively insured, they can go to their insurance companies for claim.”

According to her, it is the responsibility of the person whose tanker exploded that takes the responsibility for those with third party insurance.

Afeez Hanafi

A Principal Fire Officer, Lagos State Fire Service, Padonu Jacob, shares his experience battling the tanker explosion.

How did you respond to the distress call?

We were called around 5.25pm. We left the office with a water tanker. As I was approaching the scene with my crew, I saw heavy smoke billowing to the sky. From the Secretariat, Alausa, we took under the bridge to link the scene. By the time we got there, the fire had spread. We had to call the control room for another water tanker, which was deployed immediately. We started by curbing the fire from where we met it to avoid more casualties. We met it near the Otedola Housing Estate and ensured that it did not spread into the estate and other vehicles that were coming behind.

What is your impression about the incident?

In my 10 years in fire service, I have handled a lot of fire incidents, but they were not as much as this due to the number of vehicles that were consumed and the casualties involved. I sympathise with people who lost their loved ones and those whose properties were engulfed by the fire.

What impact did the incident have on you?

The radiation was much but it has become part and parcel of me. There is no way you will fight fire without feeling the radiation. Although the necessary safety apparatus and equipment were provided, the smoke covered me and I experienced the heat. Notwithstanding, I had to tackle the fire because that is what I was employed for.  I cannot run away from it.

Stanley Ogidi

At about 5:30pm on Thursday when I approached a popular petrol station along the Lagos/Ibadan Expressway, I heard several loud explosions on Otedola Bridge. This was accompanied by several balls of fire and thick black smoke rising to the sky.  I was in company with two of my colleagues (Kemi Lanre-Aremu and Joy Marcus). We were on the opposite side of the expressway heading towards Alausa en route Maryland.

A tanker had skidded off the road, fallen on its side and emptied its contents on the entire place. Sensing the imminent danger, some motorists attempted to manoeuvre their way out of the traffic while a few abandoned their vehicles, jumped over the median and crossed to the other side of the expressway.

We watched from some distance as people at the other side of the expressway began to scream and beckon on people to run for their lives. In an instant, the first explosion occurred and the tanker and many vehicles around it went up in flames.

Due to the ferocity of the flames, I knew this was no ordinary fire. In the ensuing commotion as pedestrians had taken to their heels and motorists had started to pull over, I parked my vehicle inside the filling station. I was lucky to have found a space inside it before its workers hurriedly shut its gates.

I picked up my camera and ran towards the direction of the fire. While Kemi followed, Joy had to stay back to ensure nobody broke into the car while we were away.

On getting to the accident scene, another loud explosion sent onlookers and symphatisers scampering for safety.  In all, there were up to six explosions at short intervals that seemed to renew the ferocity of the fire.

At that point, nobody attempted to go close to the burning vehicles but could only watch from across the expressway. Some persons (we counted three) who were lucky to have escaped announced their presence to the teeming onlookers by going on their knees, raising their hands towards heaven and weeping.

I even overheard a survivor, who Kemi later spoke to; telling his wife to prepare him pounded yam and vegetable soup. Another lucky female survivor, who said she was on her way to Mowe, Ogun State, was terribly shaken. She wept and Kemi and Joy had to lead her into the car so she could get herself together. According to her, she was in a taxi when the accident happened. She said she alighted from the cab when she saw people scampering for safety and realised that danger lurked.  She said she did not even know the fate of the taxi driver.

Over 50 vehicles were affected by the inferno and no rescue effort was in sight until about 35 minutes later when some officials of the Lagos State Fire Service arrived with trucks. Even at that, not much could be done because the fire was still intense.

The flames subsided after about one hour and with the concerted efforts of the emergency rescue teams that were on the ground, the fire was brought under control. Even though the rescue teams and the police tried to keep the crowd away, Kemi, Joy (who had by then joined us) and I made our way to the burnt vehicles. We counted well over 50 vehicles and several corpses. Most of them had been burnt beyond recognition. The smell of burnt human flesh rent the air and there wasn’t a dry eye in sight.

The Miyetti Allah Kautal Hore has lambasted Fulani lawmakers in the National Assembly for failing to protect the interest of herdsmen.

The Secretary-General of the group, Saleh Al-Hassan, said this during an interview on Sunrise Daily, a Channels Television programme, on Friday.

He said, “Our elite have failed to protect us. Our National Assembly members that are of Fulani background are just there collecting money. They can’t protect their people. They don’t want to come out to say the truth.”

While insisting that herdsmen don’t bear arms, Al-Hassan said there would not be peace until those who feel cheated are given justice, adding that any attempt to chase them out of the country would fail.

Al-Hassan added, “If you have injustice in the land, you can only end up with negativity. There is nowhere you will find citizens being denied their economic rights and then you expect that there will be peace in that kind of place. What we are saying is give us a share of the land resources in this country.”

He also said herdsmen were the victims of the killings in Plateau and Benue states, saying no one had been brought to book for the killings of Fulani in Plateau State.

He said it was for this reason that the group decided to drag the state government before the ECOWAS court, where he said they were claiming N40bn for the killing of 5,000 herdsmen on the Plateau.

“So, no Berom man should begin to raise any moral justification. They are the ones that don’t want peace,” he added.

Family members of a three-year-old boy, Eyitayo Famojuro, are in distress over the whereabouts of the boy, who was trapped in the Lagos tanker explosion on Thursday.

It was learnt that the boy was in a car with his twin sister, Eyitoke, and their mother when the fuel-laden tanker went up in flames.

Saturday PUNCH learnt that the mother was able to escape with Eyitoke before the fire caught up with the car.

However, the whereabouts of Eyitayo and the car driver identified simply as Joseph, remained unknown in the wake of the tragedy.

A relative announced the disappearance of the duo on her Instagram page, tm_fabrics_n_more, appealing to members of the public with relevant information on their whereabouts to reach out to the family.

“The boy in this picture is a three-year-old named Eyitayo. He was involved in the unfortunate tanker accident with his mother, twin sister and the driver at Otedola bridge yesterday evening. They were a few cars away from the tanker when the explosion occurred. The driver (Mr. Joseph) carried Eyitayo while the mother escaped with Eyitoke (Eyitayo’s twin). The whereabouts of Eyitayo and Mr. Joseph is still unknown as all attempts to trace them at the scene of the accident proved abortive. Anyone with information should pls call 08033148161 or approach nearest police station,” she wrote.

The relative, Funmi Balogun, who later spoke briefly with our correspondent on the telephone, confirmed the post.

She said, “His (Eyitayo’s) mother is my sister. They live in Isheri North and were returning home when the incident happened. Her phone and the car were burnt.”

On Friday night, there were reports that the boy had been found but Balogun dismissed such reports, saying she did not know those making such claims.

“He has not been found; I don’t know who is posting all these things about the boy,” she told Saturday PUNCH.
