The Police on Monday arraigned a 27-year-old woman, Faith Michael,  in a Karu Grade 1 Area Court, Abuja, for allegedly slapping and intimidating a police officer.

Michael was arraigned on a five-count, bordering on a joint act, obstructing public servant from discharging lawful duties, assault, defamation of character and intimidation, offences she denied committing.

The prosecutor, Vincent Osuji, told the court that one Seargent David Akoru reported the matter at the Karu Police Station, Abuja, on April 15.

He said that the complainant alleged that on April 14, the defendant with an unidentified man assaulted and intimidated him.

“While the complainant was at his duty post at CBN junction, Karu, Abuja, he intercepted a commercial motorcycle rider.

“The defendant who was a passenger stopped him from discharging his duties and alleged that the complainant forcefully demanded N50 from the motorcyclist.

“Before the complainant knew what was going on, the defendant brought an unidentified man, currently at large, who slapped him and intimidated him, boasting that they will remove his uniform,” Osuji said.

According to the prosecutor, the offences are contrary to and punishable under Sections 79, 149, 267, 392 and 397 of the Penal Code.

The judge, Hassan Ishaq, granted the defendant bail in the sum of N20, 000, with one surety in like sum and adjourned the case until May 18, for hearing.

Liverpool defensive midfielder Emre Can has agreed a five-year contract with Italian champions Juventus, according to reports in Italy on Monday.

The 24-year-old German international, who is sidelined with a back injury, will sign with the six-time Italian champions as early as this week, Gazzetta dello Sport reported.

The midfielder can leave Liverpool on a free transfer at the end of the season, and Gazzetta reported that the German has already agreed a deal worth six million euros ($7.5 million) per year.

French champions Paris Saint-Germain were also reported to be interested in signing Can who preferred a move to Italy with fellow Germans Sami Khedira and Benedikt Howedes already in Turin.

Can arrived in Liverpool in 2014 from Bayer Leverkusen, having previously won the Bundesliga title with Bayern Munich in 2013.

Bayern Munich need “cool heads and hot hearts” if they are to learn from Juventus and pull off an unlikely Champions League victory at Real Madrid, says chairman Karl-Heinz Rummenigge.

Bayern face an uphill task in Tuesday’s semi-final, second leg, at the Santiago Bernabeu stadium after losing 2-1 in Munich last Wednesday when a defensive slip let Marco Asensio hit the winner.

To compound their problems, Bayern have lost both key defender Jerome Boateng and creative winger Arjen Robben with groin injuries.

Nevertheless, the Germans jetted to Madrid on Monday determined to pull off an unlikely win.

They can take solace from Juventus who went down fighting with a 3-1 win in Madrid in the quarter-finals after losing 3-0 in Turin, bowing out 4-3 on aggregate.

“Juve are a good example of putting pressure on Real in Madrid,” said Rummenigge.

“We need cool heads and hot hearts.”

Defender Niklas Suele, who will step in for Boateng at centre-back, added: “It’s a difficult starting position, but we trust ourselves to do it.

“It will be important to switch well between attack and defence.

“We also did well against (Cristiano) Ronaldo (who failed to score) in the first leg.”

Rummenigge says the loss of Boateng and Robben gives their replacements the chance to step up and shine.

“Boateng and Robben will not make the trip and we can’t change that,” said Rummenigge.

“I think lamenting makes no sense, we have other players who can step in.

“When I look at the development of Niklas Suele, that’s been top notch.

“Whoever stands on the pitch will have to go to their limits if we want to be successful.”

Bayern must score at least two goals to have any chance of reaching the final on May 26 in Kiev.

“We’re confident,” said right-back Joshua Kimmich, who scored in the first leg.

“We did not play at our top level and still had some chances.

“The aim is to score two goals and conceding wouldn’t change much.”

In the first leg, the Germans were kicking themselves for converting just one of their 17 shots on goal, compared to Real’s seven, two of which Marcelo and Asensio put away.

“We will get some chances and when we get them, we will have to use them,” said Bayern president Uli Hoeness.

Rummenigge defended Bayern striker Robert Lewandowski, who was criticised in the German media for struggling in front of goal in the first leg.

“I find this discussion ridiculous, as we all actually find it ridiculous at Bayern Munich,” fumed Rummenigge, a former striker.

“He has scored 39 goals again this year and we are glad that he is with us and that next year he will play with us.”

Rummenigge pointed to legendary Bayern striker Gerd Mueller, who scored 68 goals in 62 games for West Germany in the 1970s.

“He (Lewandowski) is a goal machine and I can remember Gerd Mueller for example, who is the number one in all (goal) statistics, not only at Bayern Munich, but throughout Germany.

“He also had eight or ten games in which things did not work out, where he didn’t play the way he wanted to.

“But then, there are days when you score two or three times.

“I hope he (Lewandowski) has a day like that tomorrow.”

Justice Raliat Adebiyi, who pronounced the verdict on Monday morning, said the Economic and Financial Crimes Commission proved beyond reasonable doubts that the SAN was in constant communication with court officials to influence the assignment of his cases to his preferred judges.

A 35-year-old businessman was arraigned for beating his wife over claims that she welcomed a pastor into their house, cooked for him then escorted him out in the night.

Aggrey Obaje is said to have assaulted and injured his wife, Teresa Atieno, on March 30 within Shauri Moyo area of Nairobi, Kenya after the wife could not explain what relationship she had with the pastor.

The prosecution said that the wife, Atieno had welcomed the preacher for prayers while the husband was away then served him tea and buttered bread like she did with any other visitor.

But at 9 pm, her husband arrived and found the wife and the pastor having the meal.

“Obaje asked who the visitor was and what he was doing in their house at such an ungodly hour, the pastor replied that he had brought the good news of salvation and would not mind to also pray for the head of the family,” read part of the charge particulars.

The court heard that Atieno read mischief in his husband’s conduct and excused herself to see off the preacher. She took their young daughter just to show that she had nothing fishy in seeing off the pastor.

The charge particulars added, “The accused Obaje asked the wife where she was going and what she was doing with the strange pastor outside the house. She responded that she was escorting the preacher to a nearby church but this did not go down with the husband who mocked her of cooking for the preacher and not for her real husband.”

Atieno returned to the house but Obaje locked the door from inside, prompting her to continuously knock as she begged him to open the door for the sake of their daughter.

The prosecution heard that Obaje emerged from the house, grabbed his wife and slapped her in the face.

Minutes later, neighbours milled around the house and managed to rescue Atieno who was screaming uncontrollably before prevailing on Obaje to allow his wife and young daughter in.

Atieno later reported her husband to the police and subsequently charged him to court. However, he was released on bail after denying the charges.

The case was postponed until July 31 for a mention.

A suicide attack on a foreign military convoy in southern Afghanistan on Monday killed at least 11 children who were nearby, officials said.

Sixteen other people were wounded, including foreign and Afghan security force members, when a bomb-laden car exploded in the southern province of Kandahar, provincial police spokesman Qasim Afghan told AFP.

Kandahar governor spokesman Said Aziz Ahmad Azizi confirmed the casualty toll. He said five Romanian soldiers and two Afghan police officers were among the injured.

There was no immediate claim of responsibility.

NATO’s Resolute Support mission in Afghanistan said eight Romanian soldiers were wounded in the attack. Afghan civilians, including children, and security forces were also among the casualties, it added.

“Our thoughts and prayers are with those wounded, and with the innocent Afghans whose lives were needlessly taken from them by the enemies of Afghanistan,” said General John Nicholson, the top US and NATO commander in Afghanistan.

Romanian soldiers are tasked with providing security at Kandahar airport, which is used by foreign forces.

The attack came hours after two suicide blasts in the Afghan capital Kabul killed at least 25 people including Agence France-Presse chief photographer for Afghanistan Shah Marai.

The Islamic State group claimed the Kabul attacks.

At least 13 people were killed and over 25 injured after lightning struck them during a nor’wester that hit different parts of West Bengal, India on Sunday night, a senior official of the state disaster management said on Monday.

According to Hindustantimes, Of the 13, three each died in Nadia, Murshidabad and North 24 Parganas districts, and two each in Dakshin Dinajpur and Malda.

“Most of them were outside their house and working in their fields while lightning struck them,” he said.

Among the four persons injured due to a lightning strike in Purulia district, two of them were reported to be critical, the official said.
Alerts were issued across all the blocks in the districts and necessary precautionary measures were taken, in view of the warnings issued by the weather department, he said.



Super Eagles Assistant Coach, Salisu Yusuf,  said on Monday that the Super Eagles would defeat DR Congo in their friendly slated for  May 28 in Abuja.

Yusuf, who made the statement in an interview with the News Agency of Nigeria in Abuja said that the Eagles would use the match to send a signal of hope to Nigerians.

He described friendly matches as fundamental in shaping the fitness of teams, adding that friendly matches were not just meant to record a victory but to strengthen teams.

The Consumer Protection Council has commended prompt actions by the management of Obafemi Awolowo University in the alleged sexual harassment of one of its female students.

The Director-General of CPC, Mr. Babatunde Irukera, gave the commendation on Monday in a statement signed by Mr. Abiodun Obimuyiwa, CPC Head of Media.

Irukera said the council had keenly followed the raging controversy regarding the sexually and emotionally abusive conduct of demanding, and or providing sexual gratification in exchange for favourable grades in school.

He noted that the widely discussed controversy underscored an allegedly pervasive practice.

Recently, there had been a leaked and widely circulated audio clip that appeared to have captured a telephonic conversation or ‘negotiation’ between a female student and a member of the faculty at OAU, Ile Ife.

The audio clip had been authenticated and both the member of the faculty and student/victim had been identified.

According to Irukera, “CPC notes the prompt actions taken by the authorities of OAU and commends the responsiveness so far displayed, in addressing a rather insidious and predatory incident.

“The Council further welcomes the expressed commitment of OAU to an open and transparent investigation, as well as the promise to publish the outcome of the investigation.

“The Council encourages OAU to ensure this investigation is broad, balanced and inclusive.”

Irukera urged the management of the school to include people and views from all relevant stakeholders in handling the case to promote confidence, equity and fairness.

He named such stakeholders to include faculty, professional disciplinary bodies, student representation, relevant civil society specialising in sexual harassment, gender objectification, consumer protection and institutions such as the National Human Rights Commission.

The National Drugs Law Enforcement Agency (NDLEA) on Monday, destroyed 14, 360 tonnes of illicit drugs in Yola, Adamawa.

Mr Yakubu Kibo, the State Commander of the agency who made the disclosure during public destruction and burning of the illicit drugs said that the development followed the unrelenting efforts by the command officers.

“Today before you we have 14,360 tonnes of hard drugs seized from March 2015 to September 2017.

“The drugs are made up of Cannabis Sativa, Cough Syrup with Codeine, Tramadol tablets and capsules, Cocaine among others,’’ Kibo said.

He said that the monetary value of the drugs was estimated at about N517 million.

The NDLEA boss in the state also said that between the periods under review, the command arrested 502 suspects, adding that 236 of them were convicted and sentenced to various jail terms.

“In addition, two vehicles, uncompleted building belonging to notorious drugs dealers were forfeited to the Federal Government.”

Kibo also said that 180 drug dependent persons were counselled, treated and rehabilitated across the state.

The Nigeria Communication Satellite Limited on Monday said that it was collaborating with China Great Wall Industry Cooperation (CGWIC) to launch two additional satellites.

Mr Samson Osagie, the Executive Director, Marketing and Business Development of the organisation said this in an interview with Newsmen in Abuja on Monday that the satellites would be deployed in the next 36 months.

Osagie explained that the durability of a satellite was 15 years, and that the Nigeria’s current satellite was seven years old.

“NIGCOMSAT is collaborating with China Great Wall Industry Cooperation and we are negotiating to launch additional two satellites in 36 months.

“Presently Nigeria does not have the capital to build and finance its own satellite which is why the collaboration is needed.

“The first satellite by Nigeria was launched in 2007 but had issues and was de-orbited. It was later re-launched in 2011 which makes it seven years now.

“The life span of a satellite is 15 years, which means that the first one is still functional and it is important to note that negotiations for projects like this take time,” Osagie said.

According to him, the additional satellites will meet the needs of telecommunication, maritime, defence, broadcast media, Africa, parts of Asia and others.

He said that the two satellites would be launched separately, adding that negotiations on their operations were ongoing simultaneously.

NAN reports that NIGCOMSAT-1, the first satellite was originally launched in May 2007, but de-orbited due to malfunctioning of the Solar Array Deployment Assembly.

The satellite was later re-launched in 2011 as NIGCOMSAT-1R and had been in the orbit since then.

The National Agency for the Control of AIDS (NACA) has cautioned employers of labour in the country not to discriminate against their employees with HIV.

Dr Sani Aliyu, the Director-General, gave the advice in a statement issued by the Head, Public Relations and Protocol of the agency, Mrs Toyin Aderibigbe, in Abuja on Monday.

The DG said that cases of employment-related stigma and discrimination remained a major challenge to ending AIDS epidemic by 2030.

The statement quoted Aliyu as saying: “The pandemic of HIV/AIDS has become one of the most critical workplace issues in our time.

“The unequal treatment of workers based on their HIV status in the workplace is a clear breach of their right to gainful employment.

“People living with HIV/AIDS have a fundamental right to work just like everybody else, stigma and discrimination are potent threats to this right, and undermine opportunities for people to obtain decent employment.”

Aliyu said that the agency would continue to collaborate with relevant agencies and organisations to achieve the goal of eliminating stigma and discrimination in workplaces.

“The continuous engagement of relevant stakeholders has led to strengthen capacity for compliance and effective implementation of HIV workplace policies.

“It has also built capacities on available options for addressing discrimination including redress, and made available legal services for survivors of human rights violations,” he said.

The DG added that the agencies and organisations involved in the advocacy included the International Labour Organisation, the Federal Ministry of Labour and Employment among others.

He noted that the collaboration would ensure that employers comply with the provisions of the National Workplace Policy on HIV/AIDS, and the National HIV/AIDS Anti-Discrimination Act.

Recalls that the HIV and AIDS (Anti-Discrimination) Bill was signed into law in 2014 by former President Goodluck Jonathan.

The Act makes it illegal to discriminate against people because of their HIV status.

It also prohibits any employer, individual or organisation from requiring a person to take HIV test as a precondition for employment.

 Nigeria Security and Civil Defence Corps  (NSCDC) on Monday says it deployed 50 under-cover personnel to enhance security in Jiddari Polo area of Maiduguri to check security.
The Commandant of the corps, Ibrahim Abdullahi, disclosed this in an interview with Newsmen in Maiduguri.
Abdullahi, who reassured residents of the area of safety, appealled to them to stop fleeing their homes because of the April 26 failed attack by Boko Haram.
Suspected Boko Haram members on April 26 terrorised people of Jiddari Polo area of Maiduguri as they used heavy machines and guns while trying to penetrate into the state capital.
The suspected terrorists were, however, repelled by troops of Nigerian Army as they engaged in hot battle around the cashew plantation on Maiduguri-Damboa road and overpowered the terrorists.
As the battle went on, residents of Jiddari Polo were terrified and thousands scampered for safety as they flee to other places.
The NSCDC commander, therefore, said “it was natural when something of that nature happened, people would be afraid but they should recall that the combined effort of security agencies on that day dealt with the situation.
“The Theartre Commander, Operation Lafiya Dole, Lt.-Gen. Rogers Nicholas,  had already directed continued daily patrol to avert recurrence of attacks.
“We call on the people to be security conciouse and establish minimum security in thier places of worship to forestall any sudden attack.
“Also, the move by Borno Government to establish  neighborhood watch would go a long  way in complementing the services of security agencies.
“We also appeal to the media not to cause further damage in the psychy of residents who always depend on news  stories as source of information.”
The commandant said the aim of the insurgents was  to instill fear, cause confusion and crippled commercial activities, saying “we want people to be caurageous and not to give any chance to the insurgents.”

An Argentine woman Brenda Barattini accused of cutting off her boyfriend’s penis with gardening scissors said she was provoked because he showed his friends their homemade sex tape, according to reports.

The 26-year-old Barattini allegedly committed the revenge attack in the Nueva Cordoba area of the Argentine city of Cordoba last November, which left her 40-year-old boyfriend with 90 percent of his penis chopped off, and in life-threatening condition.

Barattini, who is serving imprisonment without bail ahead of her trial, said she suffered great psychological harm because of the leaked tape by her boyfriend, Sergio Fernandez.

“I cut his penis but not completely: I injured him. It wasn’t complete: I injured him,” she said, according to a translation of her jail interview.

The man has been left depressed, one of his attorneys said, as he waits for future operations.

According to Fox News, hospital employees were unable to reattach Fernandez’ penis.

The incident rings similar to the case of Lorena Bobbitt, a woman who, in 1993, cut off her husband’s penis while he was sleeping.

Bobbitt said she did it because she “snapped” after her husband allegedly raped her the previous night.

The Federal High Court in Abuja on Monday ordered an interim forfeiture of two properties linked to the wife of former President Goodluck Jonathan, Mrs. Patience Jonathan.

The properties are at Plot No. 1960, Cadastral Zone A05, Maitama District; and Plot No. 1350, Cadastral Zone A00, both in Abuja.

The properties were said to be held in the name of Ariwabai Aruera Reachout Foundation, which Mrs. Jonathan was said to be one of its “trustees.”

The Economic and Financial Crimes Commission had, in an ex parte application filed in September last year, asked for an interim forfeiture of the properties, which it claimed were subjects of an ongoing criminal investigation.

Ruling on the commission’s ex parte application on Monday, Justice Nnamdi Dimgba dismissed Mrs. Jonathan’s objection to the application for lacking in merit.

The court then ordered the interim forfeiture, which he, however, ruled must only last for 45 days.

He ruled that within the 45 days, EFCC must conclude its investigations and charge the suspects being investigated in respect of the alleged crimes linked to properties.

He however added that the EFCC was at liberty to file an application for the extension of the life span of the order before the expiration of the initial 45 days.

He also ordered that if for any reason EFCC’s officials needed to access the properties within the period of interim forfeiture, they must do so with the respondents in attendance.

He ordered that the inventory of the fixtures in the properties and a report to that effect  be submitted to the court.



Malaysia has for the first time jailed a man, who pleaded guilty to breaking the new law against fake news on Monday.

The man, Salah Salem Saleh Sulaiman, admitted to making and posting on YouTube a video accusing emergency services of responding slowly after a Palestinian Hamas member was gunned down in Kuala Lumpur.

The ‘fake news’ legislation was passed in early April. It makes the deliberate dissemination of false information punishable by up to six years in jail and a hefty fine. It has sparked outrage from rights groups who believe it is aimed at cracking down on dissents.

Sulaiman, who did not have a lawyer and was wearing white robes and a green skullcap during a court appearance in Kuala Lumpur, said he was not aware of Malaysia’s laws, reports Digital Citizens.

“I agree I did a mistake because I didn’t ask what is the law of this country,” the Danish national said.

 



A Kenyan man, Jervason Musinga Kiendi, 33, who went to a police station to report a case of robbery was shocked to see the robbers behind  the police reporting desk.

Kiendi accused the three policemen, who were in a saloon car of seizing him moments after he withdrew cash from a bank in Machakos town on Friday.

Kiendi, 33, said they robbed him of Sh390,000 (N139,978) and dumped him in a bush in Konza.

However, when he went to Machakos Police Station to report the incident, Kiendi claimed he found two of his attackers at the station, and they refused to record his statement.

He returned to the police station the next day and found the third man he claimed was part of the gang that robbed him manning the reporting desk. The policeman allegedly kept him waiting in the reports office.

He then went to Salama Police Station in Makueni County where he made the report.

In the statement he made in Salama, Kiendi said he withdrew Sh400,000 from Equity Bank in Machakos around midday on Friday and immediately spent Sh10,000. Later, as he walked from the bank to the local referral hospital, a saloon car with three male occupants stopped at the hospital gate. The men bundled him into the car, threatened to shoot him and took him to the Machakos-Konza road, where they dumped him after robbing him of the money.

Kiendi told police a good Samaritan offered him a lift from the robbery scene to Machakos Police Station. “He says he found two of the men who robbed him of the money at the office where he went to report in civilian clothes. He alleges he tried to make a report on the incident but was told to wait outside until late in the evening,” said an officer aware of the matter.

Machakos County police boss, Samuel Mukinda, said they had opened investigations into the claims. “We intend to visit the bank to confirm if he withdrew the money and conduct a thorough probe before we establish a way forward,” said Mr. Mukinda.

He added that the victim’s allegations were serious and would be handled seriously.

Sixteen others were wounded, including foreign and Afghan security forces, when a bomb-laden car exploded in the southern province of Kandahar, provincial police spokesman Qasim Afghan told AFP.

Twin suicide bombings in Kabul’s diplomatic quarter left at least 18 people, including at least five journalists, dead on Monday, according to officials and media reports.

At least 41 others with injuries have been transferred to hospitals in Kabul, Wahidullah Majroh, a spokesman for the Afghan Public Health Ministry, said.

Earlier, Majroh said that 21 people were killed in the attack.

The first bomber detonated his explosive-laden motorcycle at a checkpoint near an Afghan spy agency facility, Kabul police spokesman Hashmat Stanakzay told dpa.

Stanakzay said the second suicide bomber allegedly posed as a reporter and blew himself up among journalists covering the first blast.

AFP confirmed the death of its photographer, Shah Marai, in the bombing, while Farzad Salehi, an editor at 1TV, a local news agency, said the station had lost two of its reporters.

Majoh also confirmed the death of Ebadullah Hananzai, a reporter for Radio Free Europe and Khair Tokhi, from ToloNews, a local news network.

Lotfullah Najafizada, the head of the prominent Afghan news network ToloNews, said he had counted 20 dead bodies at two hospitals.

At least five journalists were said to be among the dead.

“What a tragic day!” he added on his Twitter account.

However, information about the number of journalists killed in the incident is contradictory.

Najib Sharifi, the head of AJSC, told dpa that seven journalists, including one from AFP, one from RFE, two from 1TV, one from local news agency ToloNews, and two others from local radio Mashal, were killed in the attack.

“This incident makes it clear that Afghanistan, where violence and killing of reporters is frequent, is the most dangerous country for journalists,” Sharifi said.

Sharifi added that incidents like these are a big threat to the survival of freedom of speech.

Back-to-back bombings with second ones targeting rescue workers is a regular occurrence in Afghanistan.

At least 41 people were killed and 80 others were wounded in an Islamic State suicide bombing in December 2017 in three back-to-back bombings at a Shiite cultural organisation in western neighborhood of Kabul.

According to Nai, a non-governmental organization advocating for open media in Afghanistan, 21 journalists were killed in 2017.

No group has taken responsibility for Monday’s attacks.

The blasts mark the eighth large-scale attack in Kabul since January, with at least 254 killed and 368 injured.

An Islamic State suicide bombing at a national ID distribution centre in the western Kabul neighbourhood on April 22 killed 60 people and wounded 129 others.

Attacks in Afghanistan, especially in the capital, Kabul, have increased since the beginning of 2016.

More than 20 large-scale attacks took place in Kabul in 2017, leaving at least 500 dead.

A Kenyan town, Narok County, has banned churches from holding vigils as authorities say churches are to blame for the rising statistics of early pregnancies among teenagers in the area.

The County Commissioner, George Natembeya, issued the ban on night prayers after linking them to early motherhood. He told Citizen TV that in March 2018, 17 girls from Suswa Girls Secondary School in Narok County were found to be pregnant. The same town, in 2004 suspended street preaching unless sanctioned by police.

Natembeya’s directive has led to mixed reactions from the people, while some believe the government was right to protect young girls,  others felt the directive infringed on their right to worship.

Samuel Nganga, a resident of Nairobi said: “This is ridiculous, I don’t understand how prayers at night can be related to immorality, I think the county commissioner has done no research. Do not provoke God in Narok, it might just bounce back on you. Don’t try.”

“Narok Pastors kindly plan a ‘Kesha’ (popular word used to refer to night prayers) at the Narok stadium and invite the county commissioner. This is one of the many ways of fighting Christ, but GOD is able in fighting his wars, have an eye on this, the one who banned ‘Kesha’ prayers will not be the one to uplift the ban,” Nicholas Muendo, a resident of Machakos who spoke with Uganda Christian News.

James Ndiga said, “I started attending night prayers in my teens and have never heard people getting babies in the morning, the only place Kenyans feel more secure is in the church.

This is the second country in Kenya to announce such a ban. In 2014, Police in Malindi, a town on Malindi Bay, in southeastern Kenya banned night prayers purporting they had become avenues for extortion, according to Daily Nation.



Governor Ayodele Fayose of Ekiti State has hit back at perceived critics who he said were waiting for the expiration of his tenure to deal with him.

Fayose said that ‘they would do so in vain’, when he was hosted at a political programme, Sunday Politics, on Channels Television on Sunday.

“Those waiting for me (after leaving office) would wait in vain.

“I am Peter, the rock. I am telling you again, those waiting for me will wait in vain,” he said

Fayose whose second term as Ekiti governor would come to an end this year (2018) maintained that he feared nobody and owed no one apology for defending the people on the path of truth.

“I have done everything, I have defended Nigerians in good conscience and I have no apologies and I will never have one. If they like let them lock me up from today until next year. Let me tell you, we have seen Presidents, we will still see more,” Fayose added.

On the issue of the $1 billion withdrawal from the Excess Crude Oil account, the governor accused the Federal Government of mismanaging funds from the Federal account which he feels are meant for the three tiers of government.

“Every accrual in this country is supposed to go into a Federal account that is supposed to be shared by the three tiers of government. As at today, the Federal Government is spending money that belongs to the three tiers of government.

“The Supreme court nullified the excess crude account which means all accruals must go into a central purse. Where the Federal Government will take their share, the state will take their share and the local government will take their share,” he said.

Fayose also renewed his commitment to joining the presidential race, vowing not to rescind on the matter even in the face of expected persecution.

The Federal High Court in Abuja on Friday fixed June 11 to deliver judgment in a suit by the Federal Government seeking an order of forfeiture of funds in accounts with Bank Verification Numbers.

At the hearing of the suit on Friday, the Federal Government accused commercial banks of shielding owners of accounts the accounts without BVN.

The Federal Government alleged that the banks’ opposition to the suit implied the banks’ failure to enforce the BVN policy.

The Attorney-General of the Federation, representing the Federal Government, through a lawyer, Mr. Ade Okeaya-Inneh (SAN), also challenged the right of the banks to be heard in the case.

He said, “Our contention is that the banks do not have the locus (legal right) to defend this action (suit).

“Our contention is that the plaintiff has a public duty to ensure that a regulation made pursuant to a law by the Federal Government through the Central Bank of Nigeria is obeyed.”

He added, “If the defendants say they did not know those who know the money in the accounts without BVN, how can they then come to defend the case?

“What locus do they have if they did not disclose the owners of the money despite the order of the court to that effect? If they are to be heard, on whose behalf?

“They (the lawyers representing the respondents) are defending the suit on behalf of the bank, but the action and the order of the court is not against the banks per se, it is against the supposed owners of the funds.

“The court’s order was for them to verify the owners of the accounts.

“They have not done that and did not disclose any body as the owners of the accounts.

“So, we are arguing that they cannot act for unknown persons, whose identities they have not disclosed. If they do not know who their customers are, then they cannot defend the suit.”

He asked the court to reject all the processes filed by the defendants in the case.

Another member of the Federal Government’s legal team, James Igwe (SAN), who argued the substantive suit, urged the court to grant the plaintiff’s prayers in the main suit.

Environmental Rights Action/Friends of the Earth Nigeria, ERA/FoEN, has commended the Federal Government for declaring a state of emergency in the water, sanitation and hygiene, WASH, sector, but disagreed with government’s position that private sector participation will reverse the sectors’ woes.

The environment rights group’s Deputy Executive Director, Akinbode Oluwafemi, said proposals that put the private sector in the drivers’ seat in fashioning solutions to water shortages across the country are built on “debunked theories” promoted by the World Bank and international organisations that see water only as a commodity and not as a human right.

Minister for Water Resources, Suleiman Adamu, had announced last week that the declaration of emergency in the water sector was an effort to address the current crisis and re-prioritise WASH for investment and revitalisation.

Unveiling  a 13-year revitalization strategy for the WASH sector, Adamu said there would be an 18-month emergency phase and five years recovery plan that would compel concrete actions to be taken by Federal and state governments under five components comprising governance, sustainability, funding, financing and monitoring, and evaluation.

Global Water Intelligence, the private water industry trade journal, noted that Adamu declared that he “wants to see much greater private sector participation to improve performance going forward.”

However, Oluwafemi, in a statement by ERA/FoEN’s Head, Media & Campaigns, Philip Jakpor, said: “We are in total agreement that the water sector in Nigeria is in dire need of critical intervention.

“We, however, differ on the way forward because the crisis in the sector is as a result of faulty policies promoted by the World Bank Group and international agencies that were adopted by the government.”

Oluwafemi revealed that “countries that experimented water privatisation in Public Private Partnership, PPP, or other forms have started taking back their water from the privatisers. It is a story documented in Buenos Aires and Paris, and it is happening across Africa from Tanzania to Cameroon, Ghana and, more recently, Gabon. It is tsunami of remunicipalisation.

“It is, therefore, worrisome that Nigeria is not learning from these lessons of corporate water failures.”

He insisted that the pressure on the Nigerian government to “financialise the water sector is coming from international finance institutions that continually create false narratives about so-called solutions that will only rake in more profits for multinationals at the expense of the larger population who will be presented with options of paying huge costs or getting cut off for not being able to.”

On the way forward, the ERA/FoEN boss urged the Federal Government to shun all contracts designed by, involving, or influenced by corporate interests—including by the World Bank’s private arm (International Finance Corporation, IFC) which operates to maximise private profit— while integrating broad public participation in developing plans to achieve universal access to clean water.

“Parliament should also pass a resolution declaring water as a human right with the obligation on the state to ensure access to all citizens irrespective of their ability to pay or not,” Oluwafemi concluded.

ABUJA-THE Northern Emancipation Network, NEM, has passed a vote of confidence on Hon Garba Chede Hammanjulde, representing Bali/Gassol federal constituency in the House of Representatives.

Restating confidence in the Legislator after a meeting in Abuja, the group called on the people of Bali/Gassol to continue to show support for their illustrious son and to shun those who are intent on standing between them and the commendable constituency services he has been rendering.

A statement signed by the Taraba State coordinator of the group, Comrade Abubakar Adamu, said Chede stands tall in his unbending concern for his constituents whom he frequently visits to foster understanding and attend to their immediate needs.

“As testimony to this, Chede is the only legislator in Taraba State to be recognised for the Outstanding Federal Legislator in Constituency Outreach award by the Legislative Writers Forum of Nigeria.,” the group said.

The group also thanked the people for the orderly manner in which they always conduct themselves anytime the legislator visited, which is often.

They pointed out that so far, Chede stands as the only legislator in Taraba that nurtures and promotes the ideals of the All Progressives Congress, APC, by always interfacing with party executives in the state to show appreciation and encourage them.

“We are particularly grateful for Hon. Chede’s latest visit at which he distributed millions of Naira worth of materials for the uplift of critical stakeholders and party leaders across the constituency.

“Items distributed at this visit alone include three cars, 30 motorcycles, 25 modern automated sewing machines, 25 hair dressing equipment, 25 barbers equipment, 30 giant generator sets and 300 wrappers.

THE Economic Confidential, EC, has released its Annual States Viability Index, ASVI, showing that 17 states are insolvent as their Internally Generated Revenues, IGR, in 2017 were far below 10 per cent of their receipts from the Federation Account Allocations, FAA, in the same year.

The index proved that without the monthly disbursement from the Federation Account Allocation Committee (FAAC), many states remain unviable, and cannot survive without the federally collected revenue, mostly from the oil sector.

The IGR is generated by states through Pay-As-You-Earn Tax (PAYE), Direct Assessment, Road Taxes, and revenues from Ministries, Departments and Agencies (MDA)s.

The report by this economic intelligence magazine further indicates that the IGR of Lagos State of N333 billion is higher than that of 30 states put together whose internal revenues are extremely low and poor compared to their allocations from the Federation Account.

The states with impressive over 30 per cent IGR apart from Lagos are Ogun, Rivers, Edo, Kwara, Enugu and Kano states that generated N607 billion in total, while the remaining states merely generated a total of N327 billion in 2017.

Recently, the magazine published the total allocations received by each state from FAA between January to December 2017.

The latest report on IGR reveals that only Lagos and Ogun states generated more revenue than their allocations from the Federation Account by 165 per cent and 107 per cent respectively and no other state has up to 100 per cent of IGR to the federal largesse.

The IGR of the 36 states of the federation totaled N931 billion in 2017 as compared to N801.95 billion in 2016, an increase of N130 billion.

From the report, the states with less than 10 per cent IGR have jumped to 17 from 14 states in the previous year 2016.

The poor states may not stay afloat outside the FAA due to socio-political crises including insurgency, militancy, armed banditry and herdsmen attacks.

Other states lack foresight in revenue generation drive coupled with arm-chair governance.

The states that may not survive without the Federation Account due to poor internal revenue generation are Bauchi which realised a meagre N4.3 billion compared to a total of N85 billion it received from FAA in 2017 representing about 5 per cent; Yobe with IGR of N3.59 billion compared to FAA of N67 billion representing 5.33 per cent; Borno N4.9 billion compared to FAA of N92 billion representing 5.41 per cent; Kebbi with IGR of N4.39 billion compared to N76 billion of FAA representing 5.77 per cent and Katsina with IGR of N6 billion compared to N103 billion of FAA representing 5.8 per cent within the period under review.

Other poor internal revenue earners are Niger which generated N6.5 billion compared to FAA of N87 billion representing 7.43 per cent; Jigawa N6.6 billion compared to FAA of N85 billion representing 7.75 per cent; Imo N6.8 billion compared to FAA of N85 billion representing 8.1 per cent and Akwa Ibom N15 billion compared to FAA of N197 billion representing 8.06 per cent, Ekiti N4.9 billion compared to FAA of N59 billion representing 8.38 per cent; Osun N6.4 billion compared to FAA of N76 billion representing 8.45 per cent, Adamawa N6.2 billion compared to FAA of N72.9 billion representing 8.49 per cent; Taraba N5.7 billion compared to FAA of N66 billion representing 8.70 per cent and Ebonyi N5.1 billion compared to FAA of N57.8 billion representing 8 per cent.

Meanwhile, Lagos State remained steadfast in its number one position in IGR with a total revenue generation of N333 billion compared to FAA of N201 billion which translate to 165 per cent in the twelve months of 2017.

Nobel laureate, Prof. Wole Soyinka, has said Nigeria is on a terminal nose-dive and that its pilot, who he noted is missing, must cry for international help as many had advised.

Soyinka, who stated this in a statement he issued on Sunday titled, “May Day! May Day!! May Day!!!,” in commemoration of the 2018 Workers’ Day described the ongoing killings in the country as “ethic cleansing.”

The critic, who said May Day,  that he uttered thrice, signified a distress call, adding that long before its adoption for that function, however, and more traditionally, there did exist Labour (or Workers’) Day, dedicated to the entitlement of workers to  the value and dignity of their labour.

He noted that the Nigerian constituency was left to determine which attribution – or both, or none – was deafeningly clamorous on May 1, 2018.

Soyinka stated, “No matter, one feels it a duty to call the attention to the painful convergence of both appropriations. Could such a co-option serve equally as summons for a last-chance, eleventh hour reprieve?”

The celebrated playwright also drew what he termed ‘eerie parallels’ in the country’s current situation to a “certain May Day disorder, one in which that distress call was never heard.”

He further likened the present state of things in Nigeria to the Aeroflot Flight 593 of September 28, 1994 in which all passengers died because the captain unprofessionally left the pilot’s seat for his family members while he went to salute the passengers.

Soyinka said, “After preliminary official denials, the undeniable – and tragically inappropriate factor of the crash was formally acknowledged – a laissez-faire, unprofessional conduct with human lapses, among which nepotism – by that, or any other name-loomed large. The captain was not even in the pilot’s seat – others were! They were the pilot’s family – mostly his children. The family member who actually begun the spiral of disaster by pulling the wrong control leaver was – the Captain’s son, to whom his even younger daughter, some moments earlier, had yielded the controls. The pilot’s seat had been turned into a family game of musical chairs.

“Where was the Captain? Somewhere along the aisle, saluting the passengers – all quite proper, and indeed encouraged by regulations. He had placed the plane on auto-pilot – just as this nation has been for some time – so he walked between the seats, dispensing and acknowledging greetings – it was a long flight to Hong Kong, after all.

“The plane went into a sharp turn after the wrong lever was pulled, and the auto-pilot disengaged. The original flight pattern was annulled -does that echo a campaign manifesto? – and the plane was now in unqualified hands. It took ages for the pilot to regain his control seat as some passengers were already tumbling from their seats into the aisle and he had to fight his way through bodily obstacles. All that, from reconstruction of events.

The ‘black box’ – or flight recorder – indicates that the pilot never even got round to shouting ‘May Day’ over the radio – he was too busy struggling to restore the plane’s technical functions, shout  instructions, pull the plane out of a nose-dive, and attempt to right the craft – too late!

“Now flash forwards one decade to our present, and recall the number of desperate organisations calling on the Nigerian captain to bury his pride and cry ‘May Day” across all airwaves. Call out for international help to rescue a nation on its terminal nose-dive!

“There has been no sign of willing, while the screwed-up plane is now in its corkscrew dive. Even if this captain regains his seat before the crash, it is open season whether or not, like SUV Flight 593, it will not stall, and head straight for Zuma rockface. Strangers are in control in the cockpit. Put simply, the captain is missing. The rockface is in right in our faces.”

He further called on President Muhammadu Buhari to order all land usurpers in the affected towns and villages across the country to vacate the forcefully occupied lands within 48 hours.

Soyinka urged him to order the military and the police to treat illegal land occupiers as terrorists wherever they were found.

He said, “Give a nationwide order to all land-usurpers in the affected towns and villages across the nation to quit those forcefully occupied lands within a forty-eight hours deadline.

“Issue orders to the military and police that, wherever illegal occupiers are found, they should be meted the same treatment as are accorded terrorists. Instruct all agencies that, once cleared of usurpers, the rightful occupants should be escorted back to their farmsteads and villages and provided maximum protection.”

Saying that the government must go beyond arresting a token handful of herders caught with arms, he added that there were still hundreds of them in the forests.

He added, “It is not enough to back the anti-open grazing laws, so late in the day, but we shall leave that for later. Right now, the violated and dispossessed demand restitution, and with no further delay or subterfuge. All available forces should be deployed to right a hideous, unprecedented wrong that has left the nation drowning in blood – we simply cannot continue one day longer to endure this forceful feeding of human blood.

“The plain expression is “ethnic cleansing” and we must not beat around the bush. The shade of Rwanda hangs over the nation. Afterwards, we can move into reckoning. This spells meticulous investigation, identifying the high-placed sponsors within this nation, some of whom have launched mercenary units to intensify carnage and chaos in order to stem the stride of Nemesis closing in on them for past criminalities, and the cascade of corrupt revelations.”

The celebrated playwright queried what the minister of defence, who allegedly openly justified the homicidal rampage of nomadic herdsmen, was still doing in the Buhari government.

Soyinka noted that there were still other pressing and disturbing questions which would be held back for now in order not “to impede the pressing imperatives and humane priorities of the current crisis.”

“Right now, however, the agenda has to be restitution. Restitution to the displaced, the maimed, the traumatised survivors and the nation’s suppurating psyche. The torrent of internally displaced persons is a national shame, and the growing number of the kidnapped an embarrassment.

“The plane cannot remain on auto-pilot as hitherto, while the pilot strolls up and down the aisle, assuring passengers that all is well. A Happy May Day – hopefully in the not too distant future – to all who labour for humanity.”

Zinedine Zidane may have won two consecutive Champions League titles but he refuses to admit a third would brand this his very own era at Real Madrid.

Real stand on the brink of a trio of finals ahead of their second leg against Bayern Munich in the last four on Tuesday, when they will carry a 2-1 lead, and two away goals, to the Santiago Bernabeu.

It makes them favourites to go through and, for many, heavy favourites to win the tournament after already beating Paris Saint-Germain and Juventus in the knock-out stages.

For Zidane, a third European crown as coach is now in sight, which would put him level with Carlo Ancelotti and Bob Paisley in the pantheon of successful managers.

Only the three triumphs of Paisley, however, came at one club, Liverpool, and over a single era, in 1977, 1978 and 1981. Ancelotti’s treble stretched across 11 years, with two clubs, Real and AC Milan.

“We cannot talk about this,” Zidane said on Friday. “Coaches like this were given a lot of time, they did a lot of things.

“I am comfortable, we have done well, it is two and a half years that have been good but the rest, ‘Zidane’s Real Madrid’, let’s wait a bit.”

Even Alex Ferguson, Jose Mourinho and Pep Guardiola have lifted Europe’s biggest prize only twice, all with more years in management under their belts.

But Zidane’s merits as a coach and tactician continue to be downplayed, at least in part because the Frenchman owns arguably the most talented squad in the world and, in Cristiano Ronaldo, the Champions League’s greatest ever player.

Ronaldo’s 15 goals in this year’s competition have certainly been key, but it was Zidane who made the brave call to leave out Gareth Bale and Karim Benzema at the Allianz Arena against Bayern.

The preferred but less established duo of Lucas Vazquez and Marco Asensio combined brilliantly for the winning goal, with the former also switched to right-back late on, where he held off the threat of Franck Ribery.

Bale, harshly treated in recent weeks, may not agree but the majority of Real’s first team are now regularly hailing Zidane’s man-management, his preparation and his tactics.

“When Zizou has to gamble, he does, because he is the boss,” captain Sergio Ramos said. “We are very happy that he is steering the boat.”

There is certainly work still to be done to overcome Bayern, who dominated large parts of the first match and perhaps deserved to emerge with a more flattering result.

“We earned a lot of extra credit for winning the match,” Zidane said. “But we cannot make the same mistakes again and I think on Tuesday we’ll have to go into the match with more determination than we’ve ever had before.”

Real are likely to be without Isco and Dani Carvajal, who sustained shoulder and hamstring injuries respectively during the first leg.

“We are always damaged losing two players but at the same time we cannot do anything about it,” Zidane said.

While Ronaldo was among a number of first-team players rested for Saturday’s win over Leganes, Bale started, a sign the Welshman is set for another snub in midweek.

Bale did not play a single minute against Bayern in Germany and, along with Benzema, has now lost his place in the side for Real’s crunch games in Europe.

“We need everyone,” Zidane said. “I will do everything possible to convince them they are important.

“The important thing is also the key message — for Gareth and Karim, for everyone — that we stay connected. We have a month and we have to give it all we’ve got.”

A suspected notorious kidnapper and armed robber, Godwin Onyebuchi, also known as Papa G, has been nabbed by the operatives of Federal Special Anti-Robbery Squad of the Imo State Police Command. He was reportedly arrested in his hideout in a polytechnic hostel.

The arrest of Onyewuchi, who is also suspected to be a serial killer, made residents of Owerri to jubilate, including police officers who gathered to have a glimpse of him.

Southern City News gathered that the suspect, who had escaped arrests, had been on the wanted list of the police for a long time.

According to a police source, who does not want his name in print, Onyebuchi was nabbed on Saturday at Solo Lodge hostel located around Federal Polytechnic, Nekede.

The hostel, until his arrest, served as his hiding place after deadly operations.

“In order to beat police investigation, he uses that hostel as a hiding place after deadly operations. He pretends to be a student. He knew police were tracking him.

“So, he does not have a phone. He borrows phones to make calls if there were needs for telephone conversation,” the source told Southern City News.

The suspect, the source added, was responsible for the kidnapping of a popular gospel singer, Chinedu Nwadike, and one Rev. Columba Okereke in August 2017.

“In August, 2017, a gang of armed robbers and kidnappers led by Godwin Onyebuchi, who operates between Imo and Abia states, abducted a popular gospel singer, Chinedu Nwadike, and Rev. Columba Okereke.

“The gang collected the Lexus 350 model car of one of their victims while a ransom of N5m was paid. The hoodlums equally collected other valuables from the victims.

“Acting on intelligence, the operatives of Federal Special Anti Robbery Squad of the Imo State Police Command, led by their commander, SP Victor Godfrey, swooped on him at his hideout, Solo Lodge hostel, Nekede, on Saturday and arrested him. On sighting the F-SARS operatives, he jumped down from the three-storey building and broke one of his legs,” the source further disclosed.

 Our correspondent gathered that the suspect was rushed to police clinic, Amakaohia, Owerri, where he was receiving medical attention

 It was gathered that two kidnap victims and the suspect’s gang members in the police detention had identified him as the ring leader.

Confirming the arrest, the State Commissioner of Police, Chris Ezike, said the robust onslaught against criminals and their hideout was ongoing in the state.

 “The suspect has been on the wanted list of the command. Acting on intelligence, we have to arrest him. He will be ready to answer for all his atrocities. As a command, we will continue to ensure that Imo people enjoy their sleeps,” the state/CP said.

The failed recall of Senator Dino Melaye on Saturday provides an opportunity for lessons to be drawn from the implementation of the recall constitutional provisions. Out of 189,870 signatories to the petition for Melaye’s recall, only 18,742 were verified by the Independent National Electoral Commission. This is a paltry 5.34 per cent of the total number of registered voters in the senatorial district and therefore did not satisfy the requirement of the law demanding a simple majority of the signatures of voters registered to vote in the constituency.

The Constitution of the Federal Republic of Nigeria 1999 in Section 69 provides for the recall of senators and members of the House of Representatives. It requires that  a petition signed by more than one half of the persons registered to vote in the member’s constituency alleging that they have lost confidence in that member be presented  to the chairman of the Independent National Electoral Commission. Thereafter, the petition is subjected to a referendum conducted by INEC and if it is approved by a simple majority of voters registered in that member’s constituency, the member stands recalled. In between the presentation of the petition and referendum, a verification of the signatures of the petitioners is conducted by INEC. For the verification to succeed, 50 per cent plus one of the registered voters in the constituency need to be verified.

The provision for recall of legislators is based on the sovereignty of the people affirmed in Section 14 (2) (a) of the Constitution to wit; that sovereignty belongs to the people of Nigeria from whom government through the constitution derives all its powers and authority. It is about the right of the people to change their mind on the mandate they gave to a representative, midway into a legislative term. It is democratic and tallies with the right of the people to choose their representatives. The Constitution is the supreme law of the land. In the secular world, it is the equivalent of the holy book in the great religions. Every other law derives its validity through compliance with the foundational principles and philosophy of the constitution and any law in conflict or inconsistent with it is void to the extent of its inconsistency. Provisions of such a foundational law are not to be invoked for mere atavism or just to prove an empty political point to a political opponent.

Media reports monitored last Saturday indicated that there was a very low turnout and the constituents were not in any mood to recall their senator. They were also unaware of the sins of Melaye that would have led to the commencement of the recall process.  They constituents simply stayed away and went about their normal routine business. Again, the media reported “fictitious and forged signatures and names of dead persons affixed to the recall petition by its promoters”. The constitution does not anticipate or provide that signatures would be forged or the names of dead persons be inserted in a petition to recall a serving senator. It is imperative to state that forgery is a criminal offence for which the offenders should face stiff penalties and sanction. It is the expectation that the police and INEC should proceed with the same rigour and vigour with which they moved to recall the senator and go after the culprits and bring them to book.

The constitution anticipates a good faith process based on honesty of purpose. For constituents to lose confidence in a legislator, there must have been some misdeeds or offences committed by the legislator. Maybe, they mismanaged constituency project money and converted the same to their personal use. Or they have committed a grievous offence known to the law. Alternatively, they sleep in the chambers of the Senate and fail to bring up issues of importance to the constituency in the Senate.  Also, the member has been docile without sponsoring appropriate bills and motions. None of these could be attributed to Dino Melaye in his representation of his people. I do not want to believe that people can make up their mind to recall a legislator for the fun of it to justify the number of petitioners who started the process. Alternatively, could it be argued that about 95 per cent of the persons who signed up for Melaye’s recall changed their mind? That would be magical and so drastic and would not have been the case in the logical and natural sequence of human action. It is a very remote probability.

The fact that those who perpetrated the forgery made the federal treasury to spend hundreds of millions of naira which should have otherwise been used to solve life and death challenges facing the nation makes the case for their prosecution more compelling. Our hospitals and schools are run down and need so much in resources to rehabilitate and our government states that the money is not available. Yet, some little minds on an ego trip decided to make Nigeria go through this punishing fiscal schedule. Yes, money must have been spent to defend the litigation from the Federal High Court to the Court of Appeal, pay the personnel that went to the field, and the logistics for the exercise, etc.

There must be a limit to the misuse of executive and state power to prove a point which has nothing to do with the interest of the people. Recalling a senator is not a tea party.

Due to the way the Melaye recall had gone initially, it encouraged some level of rascality leading to some persons in Senator Ennyinna Abaribe’s constituency in Abia to allegedly start the noise of his recall process. According to media reports, part of his sin is that he “insults” President Muhammadu Buhari in his contributions in the Senate. This is so trivial and if we do not learn lessons, it could start the process of a journey to nowhere that would waste public funds.

Let it be known that this discourse is not against the provisions of the constitution or the idea of recalling legislators. But the message is that recalls should be based on empirical evidence, good reasons and honesty of purpose. It should not be an opportunity to settle political scores or to flex muscles to show an opponent that you can lord it over them.

Let this serve as a deterrent to those who want to rig the system through forgery, so as to ensure that in future, no one will try to game the system in future.
